GM's Responsibilities

1. Gm's are expected to:
a) Submit lines once in awhile.
b) Answer all trade offers no matter how ridiculous they may seem.
c) Send trade confirmations to both commisioners (PHL and PMHL) in the format that is described in the trades section.
d) Submit draft lists or attend the live entry drafts held on icq, and if it's an expansion year, submit a protection list by the time frame stated.
e) Answer GM Roll Calls when asked to do so, if not, you will be dismissed from the league.
f) Be somewhat active on the message board, answering polls when needed, and writing the occasional article.
g) Pay attention to your rosters, both PHL and PMHL rosters. Roster requirements must be filled, make sure no players appear on both pro and farm rosters.

Lines


1. Lines may be submitted in one of three ways:
a) Using the line format found on the webpage and using a notepad file, use only the players numbers and follow the format to a tee. Save the file and name it yourteamnickname.txt
b) Download the ELP program for the PHL only. Create a folder for the program, unzip it and place it into this folder. Some problems occur with this program when first trying to use it. If it gives you an error, you more than likely will need to download the MS Visual Basic, this link can be found under downloads. After that you'll also need to download the GMfiles found under downloads and place it into the same folder. You need to download these files every time you wish to send in new lines. Create your lines, hit the make line file button, which saves your lines. c) Download the GM editor program for either league. Create a folder for it and unzip the file and place it into this folder. Then download the GMfiles, for PHL they are found under downloads, for PMHL they are found under the PMHL section, unzip them and place them into the same folder. Create your lines and save the file. 2. Send the file named either, yourteamnick.txt, yourteamnick.lns to the PHL Commisioner for PHL lines or the PMHL Commisioner for PMHL lines

Example of lines

For a game, exactly 20 players must be chosen to suit up, and these players must be on the PRO team. The PRO and FARM team can hold a maximum of 25 players each.

The Game lineup consists of the following:

at least 3 centres
at least 3 left wingers (lw)
at least 3 right wingers (rw)
at least 6 defensemen
exactly 2 goalies
=============================
equals 17 players of 20 Roster spots

The other 3 remaining spots can be filled with any position, C, LW, RW or D, and not G!

There is an extremely SPECIFIC way to send in your game lineup and line combinations to the commissioner. Here it is.... (followed by an example)

• Players are represented by their jersey numbers, please use only ONE space between each player regardless of whether the previous player's jersey number is one digit or two.

Please note the following important points about creating your line up:

1. Double shifting is not acceptable on Even Strength lines (5on5, 4on4)
2. Double shifting is acceptable on special teams only (PP and PK).
3. Triple shifting is not acceptable on any lines.
4. Players cannot be DRESSED in the line-up at a position other than their designated position.
5. Forwards must play in position, but can play defense on special teams only (PP and PK).
6. Defensemen must play in position, but can play offence on special teams only (PP and PK).
7. In (4on4 – Even Strength) & (4on5 - PK) manpower situations, the designated “W”inger can be either a LW or a RW.
8. In (4on4 – Even Strength) & (4on5 - PK) manpower situations, there must be a designated “C” in the 1st position of each line.
9. In (3on5 – PK) manpower situations, the designated “C”entre may be a player from ANY position.

Trades


1. After completing a trade you must send in a trade confirmation to the PHL Commisoner only.
2. In this confirmation, you need to copy and paste the players ratings, state whether the players are in the PHL, PMHL or is a prospect.
3. You may also trade draft picks and FA Dollars. Make sure you actually have these before trading them.
4. Trades will be reviewed by the PHL commisioner to make sure that no GM gets totally raped. Slight rapes will be allowed. If a trade has been denied the PHL Commisioner will post it on the message board under Trades Denied. 5. Trades will take between 24 hours and 48 hours to be processed. If after this time a trade has not gone through, first check the message board to see if it has been denied, then ask the other GM involved if he actually confirmed the trade or not. If everything seems ok, then ask the PHL Commsioner about it, only then will he give a response.
6. Trades not being confirmed the proper way will just be erased with no explanation why it has not gone through.

Roster Requirements


1. Rosters are required to have a certain amount of players for each positionin both the PHL and PMHL:
4 centres
4 left wing
4 right wing
7 defencemen
2 goalies
2. Occasionally the commsioners will do a roster check to make sure everyone is following this guideline. If we find a team has not conformed to this rule they WILL be penalized until the situation has been rectified. Penalties may include
a) Your best player receiving a 2- streak
b) Up to 5 players may receive a 2- streak
c) Prospects being pulled to be placed on your roster before they are able to receive their free 6 pt upgrade.
d) As a last resort, expulsion from the league.
3. You will not be warned if you have received a penalty, but you will be able to see if you have been given a penalty by checking the main page and scrolling down to the "Missing for PHL" or "Missing for PMHL" you will also then be directed to the "Penalties" link where you can find out which player(s) have been penalized.

Call Ups and Send Downs


1. Call Ups and Send Downs must be sent to both the PHL and PMHL Commisioners.
2. They must also include the players full ratings, copy and pasted from the rosters page.
3. Streaks will be re-set when calling up or sending down a player.
4. Only 65 rated or less may play in the PMHL, 62 or less for goalies.
5. If you do not include the players full rating, the request will not be processed.
6. Requests will take 24 hours to be processed.
7. Any player being sent down to the farm, will have to clear waivers first. At this time any team will have the chance to sign him (see waiver rules for specifics)

Expansion


1. No expansion at this time Draft.

Prospects


1. Prospects are the players that you picked up during the Entry Draft. These players are placed on your teams Prospect List which can be found under the "Prospects" link.


Retirement



1. if a player is 30+ and has not played in the ECHL/AHL/NHL for 1 NHL season, then they auto retire the first upcoming PHL season.
2. If a player is up to 29 years old and has not played a game in any hockey league (within reason, no roller hockey eg) for 1 seasons then he is also put on this list.
3. Europe is not conisdered an eligable league AFTER a player is over 30 years old. Under 30 it is.
4. If a player announces his retirement, he will retire at the end of that current season.
5. Any player who cannot be found on any roster anywhere is considered M.I.A. (missing in action) and then is deemed retired at seasons end regardless of his age. When drafting players I would suggest to double check their status, even though that still doesnt guarantee he may still become MIA at a later dater.
6. These players will be put on a retirement list at the end of the season and be erased for the next season.
7. A list will not be given at the start of each season on who will retire. It is up to you guys to figure out who will retire when making trades.
8. Retiring players may be released to free agency but no FA dollars will be given.

**Keep in mind this isnt an easy list cause there will be some questions about some guys.

Playoff Format


1. The PHL and PMHL will both hold playoffs.
2. We will try to make it as much like the NHL playoffs as possible.
3. Eight teams from each conference will make the playoffs to be determined by winning percentage.
4. Seedings will also be determined by winning percentage. 1st, 2nd and 3rd seeds will be determined by finishing first in the division.
5. 1 plays 8, 2 plays 7, 3 plays 6 and 4 plays 5. After the first round any team may play any team in the conference.

Re-Rates


1. Re-rates will be done every off-season and released after the playoffs have been completed.
2. The sim decides the re-rates and bases it on how well they played during the regular season. The Commisioners have no say in who goes up and who goes down. The exception is goaltenders.
3. A winning record would not judge a goalies play to well especially if he is on a very stacked team compared to a weaker team. Therefore I have come up with a new formula which bases it on the goalies save percentage and goals against average which reflects more of the goalie's play.
By taking the save percentage, multiplying it by 10 then subtracting it from the GAA we are given a number which gives us a better idea of the goalies skills which we will refer to as GS.
For example.
Canadiens - Jeff Hackett rated 59 with a GAA-2.63 & PCT-.909
PCT x 10 - GAA = GS
.909 x 10 - 2.63 = 6.46
Anyways by doing this the highest number you can possibly get is a full 10, thats saying your keeper has played 5 games with 5 shutouts giveing him a GAA-0.00 & PCT-1.000 which is very unlikely and even the program can't have that bad of a glitch (as of yet anyways). And the lowest you can get is a 0 noit counting negative numbers which is possible but lets thing a little realistic now that no goalie will let every shot in now.
Going on using a scale of 0-10 , we limit it to this:
For 62 and lower GS > 5.5 (training camp which is a 2 or 3 jump)
4.5 = or < GS > or = 5.5 (stay the same)
GS < 4.5 (take off 2 randomly)
For 63 and higher GS > 5.8 (training camp which is a 2 or 3 jump)
4.8 = or < GS > or = 5.8 (stay the same)
GS < 4.8 (take off 2 randomly)
Calculated out for you guys to see that it is fair based on the goalies skills rather than his win record which reflects more of the team than the goalie itself.

Lowest = 2.44
Avg of 39 goalies = 5.18

Rerates:
Stay the same = 12
Drop by 1 = 9
Up by 1 = 18 (of the 18 only 4 are rated 66 and higher)

Free Agency


Every 10 game days, the free agents above 60 will all go down by one rating point in the same category (eg. They will all go down by one in the In category). This will continue until they reach 60.
FA$ will be implimented for next season, so if you release a 65 rated player, you get 65 FA$ which you can trade or use to sign a player. You can also "collect" these FA$ to get a higher rated player. For the GM's who have players relased from last season, and haven't acquired anyone, their ratings will be converted into FA$. The maximum FA$ you can get from a player is 70, so if you release a 72 player, you can only get 70 FA$ Also, if you release a goalie, the FA$ you get is 6 plus his rating, and to acquire a goalie, you have to spend 6 plus his rating.
The one season limit for acquiring a free agent will be scrapped, so if you release a player, you don't need to sign a player for the next season.
If you release a player that is known to be retiring, you will not receive any compenstion for him.
If you have a prospect from the season before that hasn't been called up by the end of the playoffs, he will be released into free agency with no compensation Duplicate players (ones that are playing on both your pro and farm team), will be released into free agency at the end of the season with no compensation
You may send your releases and signings in the same e-mail, that way it saves time and work for me.
Free Agent pickups will take one full day before they end up on your rosters. This allows teams to challenge you to acquire guys making for more GM activity.
You can not pickup a player that you have released until the next season. Also, you cannot release a player that you have signed until the end of the current season. As well all season stats will be wiped out from any players released or picked up when they move from team to team. That is something that requires a little more work than I want to put up with since there is quite a lot of work as it is right now. This makes you think a little wiser when dealing with free agency.
All this will be kept tracked, teams, who you released and when, picked up and when on the Releases/Signings link.
All releases and pickups are to be done by email, no ICQ, all sent to (Leafs GM). There will be a double check by the Leafs GM to make sure this player does exist too or isnt retired.
All releases must include player name, position, ratings and which roster he is coming from (pro or minor) You may release injured players, it's just like being allowed to trade injured players, but remember, you may not acquire that player again for one full season
Players that are made to complete your roster are not allowed to be released or used in "Tip the Scale", ie. "Bad Player" and "Horrible Player", etc.
Tip The Scales
For players being wanted by more than one team we will see which team will ante up more for the player they want. So if two teams want the same player, they will ante up FA$ for him, or release another player to get more FA$ to bid.
At the end of the season I will re-rate the free agents. This season I used the ratings based on NHL2001 and it seems to have worked, so I'm thinking of sticking with it.

Entry Draft


1. The Entry Draft will consist of young players found in the Prospects League. 18 year old and up players will be on this list, the younger players stay in to play another year.
2. You will be able to follow how the prospects are doing all year long via the prospects league. This will give teams a chance to scout for talent.
3. The Draft Order will be the reverse order of the regular season standings.
4. You must either submit a draft list by the beginning of the draft or attend the live draft. If you do not, your pick will be dropped to last in every round and you may also be expelled from the league.

1. Goalies are only permitted to play as many regular season games as the chart above shows. This is just to make the league more realistic since no NHL goalie plays every single NHL game. Penatlies will be assessed to GM's who do not follow this list.

All Star Benefits (((STIL BEING DISCUSSED TO WHETHER OR NOT GMS STILL WANT THIS))


1. Each season an all star game will happen at the end of the playoffs.
2. A panel of 3 GM's including the commish will nominate players from each conference that will appear on the All Star Ballot in which GM's will be able to vote for which players they feel deserve to play in the game.
3. Each team that has a player, playing in the game will receive 5 FA dollars per player.
4. The winning conference will receive an additional 10 FA Dollars per team.
5. The Commish will decide on a GM to make lines for the Eastern Conference and the another one for the Western Conference to be determined by regular season league standing and activity in the league.
6. The winning GM will receive 30 FA Dollars, the losing GM will receive 15 FA Dollars.

Playoff Benefits


Training Camps

This is how training camps will be earned. At the begining of every new season which takes place as soon as preseason starts, every team automatically gets 5 TC's. For teams that dont make the playoffs you get 2 additional TC's and bonus FA bucks.(amount not decided yet). You will have untill the end of preseason to either use all your tcs or trade them away.

Bonuses : THese are ways to help out your team and spur on new rivalries

1)Write news press releases for your team,or "PR's"... entertain us, rip teams apart, anything to interest the public. Teams will be rewarded for every week they release a PPR. Reward amount to be released soon
